Title: Cosplay contest question

I read the rules, and I'm sure that it's safe to assume a cosplay (like ouran) in which the shirt, slacks, shoes, jacket was purchased from walmart are not allowed?

Costume of any origin are allowed for skit entry - so purchased / assembled costumes are fine in skits since we do not judge costumes in the skits.

For workmanship (costume) entry, you must have made at least 70% your costume.

So the Ouran costume made of purchsed shirt, slacks, jacket would not be allowed as a costume entry, but would be permitted in a skit.

What if you bought the clothes, and then altered them? like hemming, dying, and such?

Lol thanks Id love to know cuz a lot of the stuff i use for my cosplays are bought and then altered. But id love to at least try the cosplay contest.
