Looks like that is Tsunashi Takuto from 'Star Driver: Kagayaki no Takuto'.

But it looks like they need to continue, as things just got different, and there's no way to solve it gracefully in one episode.

I should get that as a ring tone, that Start Driver in between commercials thing. If anyone actually started calling me, I would most likely throw it.
