Either someone misunderstood what happened at a given point in time, or Lloyd Center is illegally stereotyping a group of people. If I had a decent variety of cosplays, I'd go there every day in a cosplay and buy stuff. Let's see them turn away business. I'll have all of the local news stations swarming there to drown that place out with negative publicity!
Acting crazy or having large props or masks are different than just cosplaying, though. If they were to target me in a Ranma Saotome cosplay, I'd be able to argue that I'm wearing nothing any different than Chinese clothing and that they should {CENSORED} off before I call the real police & a lawyer and have the mall sued. (I would, too; I'm a jerk like that sometimes ). I really think that their policies are against large bulky props, masks, and acting like monkeys with rabies.
