LED's. You can get panels an such to put in the fabric. I don't know a good place to get them, but I know there are a few places to get them.

I would like to get the all the rings to light up including the ears and tail. I have been looking at some LED stuff but I am not sure how to put it into my costume.

Those would possible work,

Another option could possibly be "plug-and-play EL wire" either overtop of the parts you want to glow or hidden just beneath the fabric (if it is thin enough). But I'm not sure what the cost on that would be or even where to get them, aside from online. That and you'd have wires running all over the place.
