I believe the discount applies if you are doing 2 or more hours of panel content, and you have a *limited* number of badges you can get with the discount.

Hi guys, Panels Manager here. If you are approved to run 2 or more hours of panels you qualify for a panelist registration. The panelist badges are like any other attendee badge, they just say "Panelist" on them, and the registration rate is $20. As for the number of badges, 2 hours of panel = 1 badge. If you qualify for panelist registration, you can email us at panels@kumoricon.org to request a link for registration.
