Another Consent form/Age question

Im confused on the age for guardians. On the form it says for the name of active gaurdian over 18 be put down. I heard that it was 21 not 18. so is it anyone under 21 needs a signed form from someone 21+? Or is the age 18+ for guardianship?

If you're 18 or over, you are your own guardian and do not require a consent form at all.

If you're under 18, you need a consent form.  I'm not sure about what age the parent/guardian has to be over since I heard two different things.

-14-17 needs a gardian 18+ on the con grounds.

-Below 14 has to have a gaurdian 18+ with them at all times.
