I'm not sure what exactly you're asking, and how you cosplaying Sailor Saturn has an effect upon the staff, and whatever size is in question.

i mean how tall can the staff be?  sailor saturn has a really tall staff; if you're read the manga

Errr... I guess that's up to your own judgement, but try to make it less than eight feet.  Any taller and you'll have problems getting through doorways. ^.^

Oh, and in relation to Sailor Saturn's actuall height, the staff really isn't that large. ^.^
