The bear is saying "zenbu no kosazu tabeyou ne". "zenbu" means 'all of [something]'. "tabe" could be a shorter form of "tabemasu", which means 'to eat'. "you" could be a partical that when added to the end of a verbal, puts emphasis and encourages the reader/listener to do the action. Like "let's do it!" could be 'simasiyo'. "ne" is a partical added to the end to signal assumed agreement. The only part I don't recognize is "kosazu". Might be a japanese dish. So, the bear could be saying "let's eat all the [kosazu]".
