I don't know about online, but I assume midnight.  For mail-ins, it just needs a postmark by then.  But, if you plan to mail-in on the last day, please choose Will Call. 

And as for the cap, let's just say I would very strongly reccomend that you pre-register.  Also, at-doors get paper badges.

Online does end at midnight at the end of the last day. So you can register at 11:59:59pm on August 15 (though due to clocks being slightly off, processing time, and other factors, I don't recommend waiting until the last minute, or the last second).
