It's just a short dress, with long gloves and stockings (I that's what those are). It's really simple but really pretty, although it depends on how you feel about short dresses. The rings are easy. Just get some stiff fabric or even felt would work, just make sure it's thick, and cut it out, sew the edges to make it look cleaner, and you could sew it on or even use fabric glue. For the wig just get a black wig, the length is whatever you want. I'd go to cosplay .com's marketplace for that though, to get it cheaper since there aren't specific requirements other than color.
Sure, I'll look around. The color is irritating, but I'll check some sites.

cosplaying as shiny pokemon is a bad idea IMO.

The only reason i say so is because anybody who doesn't understand the concept of shinies will be like "YOU'RE DOING IT WRONG", or "Why are you the wrong color"

I just stick to the originals, so i don't get approached by retar-..

as is the case with most cosplays, i just prefer to avoid such situations.

dude, empoleon would be proskills.

i think if somebody did garchomp they should do one without fingers, since garchomp has that problem.

Glad you like it. And I'd be happy to. I don't have much experience, my Belphegor wig required virtually no styling, but my Tamao wig did, and I got a lot of compliments on it.^^
It'll just need some razoring and a ponytail though, so I could definitely handle it.

For the rings, I also remembered this foam fabric stuff that my little brother used for his Pikachu Halloween costume. Beautiful stuff, it would work perfectly. I'll try to remember to look up the actual name of it to tell you, I'll have to find it.

@ Teddy & Michiyo - Since you mention foam fabric and such for the rings, "craft forms" pops up to mind? As it's white so you can paint it yellow ((I'm not positive if there are "color" one )) but anyways you can get it at Michaels ^.^ it's pretty soft too kekeke XD But good luck on Misty's wig/styling ^__^

That might be the same stuff, I don't know. Foam fabric is just what I call it. The one I'm thinking of comes in yellow for sure, but it's probably basically the same thing.

So, I decided to nix the trench coat. I drew a design that I like a lot better ^^ Pretty much it's a tank top and pants. But there's a lot of detail in there.
