Hall Cosplay?

So, a bit in to day 1, I was dressed as Wesker, hanging out and getting pictures taken with some chill Umbrella bros up by the balcony.
At one point, a woman came up with her camera and took about 10 pictures of us, then handed us these ribbons and told us we were nominated for "best hall cosplay". Is this a legit thing? And if so, did that mean anything? Either way, I got a pretty ribbon and a compliment, so I'm happy

The same thing happend 2 me on day 1. I was dressed as Emporer Lelouch - from Code Geass. I asked the staff about it & they said they wern't told anything about it. But there was a brief description about it in the con book, so it is legit. Would also like more info about Hall cosplay in case it happens next year.
