So, know anyone who is one? Can anyone tell me more what they are? Do they bug you tons? ~~ from what i've heard, they're awful.

Yeah pretty much.  I really don't know too many people like that.  I imagine most of them are young, in the 12-16 age range.  I went through my whole "OMG ANIME IS THE BEST THING EVER" phase, too.  I wasn't running around annoying people being super hyper kawaii desu, though.  But I did wear nerdy Neon Genesis Evangelion t-shirts and the like.
