Spanish speakers? Spanish translators?

Are any of you either native Spanish speakers, Spanish translators, or both?
I've been asked by a committee (totally unrelated to con) to translate its minutes.
Often, they use words or acronyms that, quite frankly, didn't exist when I was taking Spanish in Junior High (example: GPS). So I try my best to either translate what the acronym would spell out to, and/or, to actually explain the item (or group title) to which the acronym refers.

Is this the right approach? What would be a better approach? What do you do when you have to translate something that you barely understand how it works in English?

Are there any online dictionaries or offline dictionaries you recommend?
