Griffinclaw, that's an idea. There would probably have to be a rule preventing it from people thinking it was an actual daycare, though. It'd be terrible if some child was dropped off and no one knew to watch it.
If you DID want to set up a daycare/babysitting area, you would probably have to have some sort of certification. If you can figure out the legal aspects of that, (CPR training at the very least), it could be a good idea. It could be an extention of the Chibi section of Kumoricon. You'd also have to make sure there weren't any parts that little ones could choke on or shove metal objects into light switches. Kids are really clever and simultaneously really dumb since they don't know what's dangerous yet.
Personally I have no interest in babies or baby related panels, but I fully support something to help out parents and give them people who can relate to parenting. I can't imagine having babies at cons myself. Cons are stressful enough as is! Top a baby on that, and yowza.

At my old job, a baby gave a bit of a fuss and the parents went NUTS thinking their 2 week baby was uncomfortable and said they should ask the doctor about it being claustrophobic. It was so funny and cute it was hard not to laugh. I'm guessing those parents hadn't gotten a lot of sleep since their baby just spent 9 months in the fetal position. Babies like small, tight spaces.
They curl up so cutely.
And (god forbid), if you baby is a breached baby, they're so used to having their feet in the air that breached babies often are most comfortable with their legs straight up. My cousin's in nursing school and confirmed this. She laughed and laughed.
