Generally, con rules stipulate "no live steel", which I believe is usually defined as no blades with an actual edge (Kcon site says "sharp enough to cut"). I've seen it get hazy on the subject of practise-blunted blades (my Ren Faire guild's "live steel" is blunted, so the term always throws me), and some cons specify no metal weapons whatsoever, but if they allow them, it's usually with the stipulations of no edge and peace-bonded into sheath. General weapon rules are usually on the lines of "no brandishing", etc., though consensus often seems to be that if what you're doing is obviously posing, it's not brandishing.
I don't know what state laws are in Oregon, nor any city ordinances in Portland, however.
