Necklace: hand crafted clay for the larger parts, I think Crayola has something that can work. As for teh necklace itself a simple silver chain or to be more exact, small white pearl shaped beads strung together- glass or plastic would be best in that case. And the hinge really so it blends well with the rest- a silver or white circle shaped magnet should work fine.
Shoes : Buy some sneakers and make the shoe covers. Try for the collars some type of foam you can sort of sculpt and put around the fabric. You should try like other cosplayers have done, and have a zipper or snaps at the back of the cover so your shoes can still act as real shoes.
I hope you note for her shirt that she's wearing a white cami underneath, and the large red beads on the fabric of her scarf. You can't see it well, but I believe in one ear she's got a large bell-shaped earring- foam on a ear hook should do? Not sure what you'll do about the metal bands holding up her scarf... I'd have to say foam or stuffed fabric.

The shoes, yea, I think I might just make a removable thing, like you said. It will probably be best.
I'm not worrying too much on the details of the scarf. I've used foam balls and just covered them in cloth, so they are not smooth, but it'll be fine, same with the round bands. As long as it doesnt look absolutely terrible, I really dont mind how sloppy it is... Haha. Um...
Oh! And for the earring, I did notice, but I cant say I will be making any earring type thing. Its my one issue with most cosplays, I cant stand earrings, clipping or no.
