It wouldn't take too much to make the uniform, and her hair colors no problem too. Especially with the length. My hairs brownish, but not red enough, so a wig wouldn't stand out.

sounds like you're farther overall in the story then I am, but then I only have read the US release of manga and in the middle of the first light novels.

I believe its all shoujo ai.  I tend to use yuri and shoujo ai for the same things so sorry if I confused you ^_^*.

In case you're interested, a number of the members are planning to attend the election meetings on the 11th at the Hilton in downtown portland.  may want to try coming as well to meet some people face to face.

I still need to actually get the fabric(I thought we had it, but it turns out that the color is slightly off), and estimate the yardage being about... seven or so. I'm looking up patterns (my mom has a ton) to see if she has any that are close and can be altered. If not, I'm going to go and search simplicity, vogue, and butterick websites, then buy it. It's a very simple dress, the only problem could be the puffy sleeves... though there is a technique to make them...
The rest of it is a simple dress with a bell-shaped lower half. Under it would be a skirt of netting, from what the screenshots look like. It's also gothic lolita-themed, and it's not that hard to make a simple gothic lolita dress. When I find a good pattern, I'll post it up here, okay?
The socks are easy enough to find, as well. Here's a good site, but any store will probably have something. http://www.sockdreams.com/_shop/edit/index.php
The boots may present challenges, though. ^^;;

I may have some info that may help.  the Light novel actually gives some more details on the dress, describing it as a "charcoal grey one piece dress, made out of thin, high quality wool, with an off white petticoat"  and a dark green tie.  now I personally may use an alternate depending on my budget however.

As for the puffy sleeves, I ran into the same issue while making my High Priestess crossplay and found that wizard of oz dresses gave me a pattern for a puffed sleeve(though I had to do some pattern mixing for it X_X).  its Simplicity 4136

I know that site ^_^  shopped from them before and was quite happy.  another cosplay maker in the portland area actually works at their store I believe

hmm...yeah those boots look like a challenge.  bit hard to see, but it looks like it using a dark green ribbon rather normal shoe lacing.  Though that detail may be different in the anime.

In terms of the uniforms, the anime and manga are nearly identical. The boots are higher in the anime, though... to about the knee.

So all we need is a single layer of charcoal grey fabric for the dress, no lining. White cotton or something similar for the cuffs and neck thingy, a green tie, white petticoat, black knee-socks and lace-up brown boots.
The boots could probably be found in a shoe store or eBay.
A petticoat can be made. Since it won't be completely showing, all you really need is a white skirt with netting under it.
Plain dark green ties are easy... just look in the men's department of most clothing stores and you'll probably find one. XD

main difference I saw in between the two is the design on the lace collar and neck tie has a cross pattern on it reflecting that the schools are catholic.  some others are particular to a character though, like the boots you mentioned.

btw, how you think you'll do the bow ribbon on the back of the dress?  I like to hear some alternate thoughts.

while taking quick looks at uniform in the anime, I noticed that Shizuma is even more of a player then in the manga/light novel o_o.  seems the story starts differently as well.

panel.  hmm...maybe as a mini photo, about making a group, random things, and cake.  it has to have cake.  on a plane.  not a real plane though....that would be too noisy.

It was fun to watch. Very interesting I must say...I'm not positive but it might have been a tear jerker at some parts, I don't remember much though.

Yes, actually. Make the bow seperate from the costume and, when trying the costume on, mark or attach the bow to the proper place in the back. Take the costume off and sew on by hand. Or sew the long strip of ribbon/cloth/whatever you want for the bow on the back and tie it afterwards.

You make the dress using a pattern for a short-sleeved puff shoulders dress then make the long, straight part of the sleeves seperate and sew on the same stitch line you used for the elastic, right above the elastic itself so the sleeves actually go over the eleastic. Presto! Puffy dress and sleeves. ^^

let me see if I understand your idea correctly.  You're thinking of having a elastic on the part on the stitch that connects the long sleeves with the puff sleeves?

Not exactly. Really puffy short sleeves require elastic at the bottom to stay in place. In all the pictures I've seen, it is really puffy then drops into tight and straight completely. So you make a puffy-sleeved short sleeve dress, then sew a charcoal black tube for the sleeves. Then sew the long part of the sleeve on the stitch line about the elastic. Iron it and all you'll see is the line where the puffy part of the sleeve ends and the straight part begins. Like this:

That will give a nice puffy sleeve at the shoulder put have it completely straight the rest of the way down. As for the bow... easiest is to fold one strip of looooooooooong blackish fabric hotdog style and stitch. Then turn it inside out and tuck the open edges in and stitch closed. Then stitch it to where you want it on the costume, with it stitched in to the the costume center of the ribbon cloth. Thenj tie it any your done.

ohhhh.  I think I heard about this when I read researching what some sailor moon cosplayers did for their puffy sleeves on eternal sailor moon where the weight of the sleeves pulls down ruining the puffy effect. 
though you can't quite see it the picture I posted, I didn't have that problem with my priestess.  it may have been luck however that that stitchline happen to the make the sleeve tight enough that it wasn't a problem for me.

thanks on the ribbon.  been trying to figure out how they get that bow ribbon look.
