I don't know of any specific openings, but I do know of a few job sites that I've found helpful (seeing as how I'm searching for a new one myself as I'm not even getting part time hours where I'm working now).

www.monster.com
www.careerbuilder.com
jobs.yahoo.com
www.snagajob.com (this one has more part time work from what I've seen).

Good luck.

Umm.. Did you try the obvious one?

Oregon Employment Dept. - WorkSource Oregon

I live in Lane County so I use the Workforce Network at LaneCC and downtown Eugene.  Once you get your foot in the door these people can help you quite a bit in getting employment.  For Portland you should be able to get some help from one of these places.

Here are a few possibilities

You can always pretend to be homeless and panhandle at intersections. But, in all seriousness try the employment department, they have loads of resources to help.
