Also, Dee Jay wasn't a fighter! He was a tech! And Dhalsim wasn't a fighter, either!
Like many movie adaptations, they took liberties to make it more interesting. A movie about a series of sequential fights in which exactly two out of a possible three rounds is used to determine the victor (except in cases in which each fighter inflicts exactly equal blows in a certain amount of time, or they simultaneously KO each other, in which case, up to four rounds is permitted), would be boring.
I know, I'm exaggerating to make a point, but I never minded that they changed some of the characters in order to fit a story that focused on a few of them more strongly.
Now, you could argue, they
also should have toned down some of the absurd elements, like the psycho crusher, instead of lifting them from game to screen verbatim. Oh well. I like them.
