Since it's been decided that this is definitely something we're going to do, I figured I would redo the first post and give you guys the revamped rules, the team leaders, and the when and where.
THE RULES:
Since sending texts, let along PICTURES, can be pretty expensive, we will keep the number of teams to five. The owners of the cell phones for each group will be the team leader and will have the final say on what the clue will be, where the next location will be, etc.

To choose which team will be IT first, the team leaders will play a game of tournament rock-paper-scissors until a winner is decided.
After an IT team has been chosen, they will be given a time limit to reach their first destination and send out the first clue. Each clue must come with a time limit. (An example would be, "You have ten/three/five/etc minutes.") The time limit tells the remaining teams how long they have to decipher the clue and reach the destination before the IT team moves on to another location.
After the time limit is up, the IT team will move on to someplace else, take another picture clue, and send it out with a new time limit.
This process will repeat, with the IT team trying to make their way back to the 'base' before the other teams can find them.
The team that finds the IT team, will then take over their position, and the game will reset.
If the IT team makes it back to the designated base (after spending at least X amount of minutes away from it) without being found, then the IT team wins, and can choose to either play as the IT team again, or choose which team to become IT next.
THE WHEN:
We plan to do this on pre-reg day around noon.
THE WHERE:
Inside and within a one block radius of the hotel.
