Update to Cosplay Contest Rules

We have made an adjustment to our Cosplay Contest rules. We are now clarifying that unfinished costumes may be entered into the contest provided that they will be complete by the convention.

If you do not have "in-progress" or "finished" photos ready to attach to your entry form, then in lieu of these photos, we are requesting proof of commitment to the project. This can be a project outline/time-line, or a budget, or proof of materials bought. (This updated rule replaces the 75% or mostly-finished requirement that was communicated to people who inquired.)

We apologize for the late communication about these requirements. The purpose of this was to curtail the high percentage (in some years up to 90%) of those who enter early with enthusiasm but end up dropping out closer to convention that we have seen in the past.
